Many large contractors today got their first bonds in the SBA through Surety Support Services, Inc. We have a long history of graduating contractors from the SBA Bond Guarantee Program to Standard Programs!

If you want to start right now, please complete the following:

  •  SBA 912 & SBA 994
  •  Last three year-end statements or tax returns; This will be required on all of your entities to confirm to SBA that your revenues don't exceed the maximum
  •  Current personal statement on the owners that hold at least 20% ownership
  •  Bank letter with line, amount in use and average cash balances
  •  Current Work on Hand Schedule
  •  Resume
  •  Business Plan
 

All forms are provided for your convenience, except for your tax returns or business financial statements, which are provided by your accountant/CPA.

 

So What is the SBA Bond Program?

The U.S. Small Business Administration’s (SBA) Surety Bond Guarantee (SBG) program can guarantee bid, performance and payment bonds for individual contracts up to $6.5 million ($10 million in certain cases) for small and emerging contractors who have the knowledge and skills necessary for success, but lack the combination of experience and financial strength to obtain surety bonds through commercial channels. There is no limit to the number of bonds that can be guaranteed for any one contractor. The SBA guarantees bonds issued by surety companies and reimburses the surety a percentage of loss if the contractor defaults. This government guarantee allows sureties to write bonds for contractors who do not otherwise meet their minimum standards – thus providing small and undeserved contractors with increased contracting opportunities.

Facts About the SBA Bond Program:

  •  SBA Bonding is ideal for small and emerging contractors who have the knowledge and skills necessary for success, but lack the combination of experience and financial strength to obtain bonds.
  •  SBA Bonding is ideal for established contractors who have who have fallen on hard times due to the economy, lower than normal volume, competition in a tough construction marketplace, etc.
  •  As a general guideline, the size limitation is 2X the largest job previously completed.
  •  Approval for bonds less than $250,000 is streamlined with the SBA Form 990A - Quick Bond Guarantee Application
  •  For bonds over $250,000 a normal SBA submission is required consisting of traditional bond file information along with two SBA Forms:
    •  SBA 912 Form - Statement of Personal History
    •  SBA 994 Form – Application for Surety Bond Guarantee Assistance
  •  Unused bank lines of credit are considered working capital in the SBA. Evidence of an available bank line is very useful in qualifying for SBA bonds.
  •  Eligible business sizes are determined by total sales, number of employees and the contractor’s NAICS code. Specialty Trade Contractors are allowed to have up to $14,000,000 in total sales, while General Contractors are allowed up to $33,500,000.

 

Please remember: The SBA bond program is run through the Federal Government. The SBA approves Bid, Performance & Payment Bonds on a case-by-case basis. A specific bond need is needed in-order to submit an account to the SBA. There is no charge for bid bonds. However, there is an SBA fee of $7.29 per thousand of the contract amount for Performance and Payment Bonds, which is due prior to SBA approval. The SBA fee is due in addition to the bond premium.
